I don’t think it is ethical bit DARPA is planning to “create an army of cyber-insects that can be remotely controlled to check out explosives and send transmissions.”
They want to insert micro chips in the insects at their pupa stage and then when the insect grows up, they use it for their purposes such as monitoring, bomb detection, etc.
They plan to remote control the insect. Thus, essentially hacking them. There is no way insects could ever realize that they have been hacked for military purposes of humans..
